Strange Dawn made my day. Vampire Hunter D (2000) also deserves a mention.

Latest Updates
Anime of the Year 2000-I Winter - Miami Guns
No masterpieces and only a few decent anime this season. Among them my preference goes to Miami Guns
Anime of the Year 1999-IV Fall - Ima, Soko ni Iru Boku
Lots of nice works at the turn of centuries with my choice being Ima, Soko ni Iru Boku , Blue Gender and Seraphim Call ,
Anime of the Year 1999-III Summer - Great Teacher Onizuka
As expected, nothing could rival Great Teacher Onizuka this season.
Anime of the Year 1999-II Spring - Taiho Shichau zo The Movie
Taiho Shichau zo The Movie managed to jump to the last wagon of the masterpiece train.
Anime of the Year 1999-I Winter - Rurouni Kenshin: Meiji Kenkaku Romantan - Tsuioku-hen
Rurouni Kenshin: Meiji Kenkaku Romantan - Tsuioku-hen was the only anime that impressed me in Winter 1999.
Anime of the Year 1998-IV Fall - Kareshi Kanojo no Jijou
The only masterpiece discovered is Kareshi Kanojo no Jijou
Anime of the Year 1998-III Summer - Serial Experiments Lain
Again I'm being too picky with candidates. Among decent works Serial Experiments Lain is at least one that had potential and intrigue to go on.
Anime of the Year 1998-II Spring - Cowboy Bebop
Cowboy Bebop is the only masterpiece found this season
Anime of the Year 1998-I Winter - Seihou Bukyou Outlaw Star
Seihou Bukyou Outlaw Star has the upper hand this season while Perfect Blue is an honorary masterpiece
Anime of the Year 1997-IV Fall - Kenpuu Denki Berserk
Kenpuu Denki Berserk is inevitably the winner here, but I also favor Elf wo Karu Mono-tachi II as a firm masterpiece because it's the rare sequel that even surpasses great original. Rurouni Kenshin: Meiji Kenkaku Romantan - Ishinshishi e no Chinkonka can be considered as borderline masterpiece.
Anime of the Year 1997-III Summer - Neon Genesis Evangelion: The End of Evangelion
I ended up giving the same masterpiece scores to Mononoke Hime and Neon Genesis Evangelion: The End of Evangelion , but the latter prevails as it's more psychological.
Anime of the Year 1997-II Spring - Hyper Police
No masterpiece as it often happens. If I compare enjoyment level of those that I rated higher than others, I'd nominate Hyper Police as it's at least logical, easy-going and with memorable characters though episodic
Anime of the Year 1997-I Winter - Eat-Man
Among the decent works, Eat-Man probably deserves more praise than the others for novely approach
VN of the Month November 2022
Don't think it's right to nominate games shortly after release. Let's wait for reviews or even write them ourselves.
Anime of the Year 1996-IV Fall - Elf wo Karu Mono-tachi
Elf wo Karu Mono-tachi surprised me a lot with modern isekai concept and really good humor while having next to zero ecchi despite the plot - felt like a firm masterpiece during watching .
Anime of the Year 1996-III Summer - Akachan to Boku
Rather sour season again, but among the titles I find Akachan to Boku as the most deserving one
Anime of the Year 1996-II Spring - Kodomo no Omocha (TV)
No definite winner for me , but among decent titles I can point out Kodomo no Omocha (TV)
Anime of the Year 1996-I Winter - Rurouni Kenshin: Meiji Kenkaku Romantan
No masterpieces found, but the closest one to it in Winter 1996 is Rurouni Kenshin: Meiji Kenkaku Romantan
Anime of the Year 1995-IV Fall - Koukaku Kidoutai
Koukaku Kidoutai is the second genius masterpiece I can proclaim , plus this season sees the start of Neon Genesis Evangelion even though its first half was not outstanding
Anime of the Year 1995-III Summer - Mimi wo Sumaseba
No masterpieces again, but since most people seem to like Mimi wo Sumaseba let it be in the spotlight
Anime of the Year 1995-II Spring - Ike! Ina-chuu Takkyuubu
I highlighted few comedies, but here is another one that I can call a masterpiece - Ike! Ina-chuu Takkyuubu
Anime of the Year 1995-I Winter - Armitage III
Since Maruko-chan can't participate in the contest due to absence of subbed episodes, there are no other masterpieces, and among others I favor Armitage III
Anime of the Year 1994-III Summer - Taiho Shichau zo
Again no masterpieces. As of decent ones, I'd say that Taiho Shichau zo is the one I enjoyed the most even though it's just franchise setup with 4 episode OVA .
Anime of the Year 1994-II Spring - Tottemo! Luckyman
Failed to find masterpieces in Spring 1994, so I'd prefer to highlight a decent work in need of translation - Tottemo! Luckyman
Anime of the Year 1994-I Winter - Shonan Junai Gumi!
Shonan Junai Gumi! is the only minor masterpiece discovered in Winter 1994.
