My personal preference goes to .hack//Tasogare no Udewa Densetsu in the absence of masterpieces

Koukaku Kidoutai: Stand Alone Complex is a genius masterpiece.
Anime of the Year 2002-III Summer - Jungle wa Itsumo Hare nochi Guu Deluxe
Did not want to give Jungle wa Itsumo Hare nochi Guu Deluxe a masterpiece to give some other decent anime a highlight, but 'tis a barren wasteland this season.

Abenobashi Mahou☆Shoutengai is the only work I can call a masterpiece this season

No masterpieces as usual, personally enjoyed Palme no Ki more than others.

Ended up choosing no masterpieces, but Cowboy Bebop: Tengoku no Tobira is my personal preference.

Can't call anything masterpiece , but Hajime no Ippo is the closest to it.

Strange Dawn made my day. Vampire Hunter D (2000) also deserves a mention.

No masterpieces and only a few decent anime this season. Among them my preference goes to Miami Guns
Anime of the Year 1999-IV Fall - Ima, Soko ni Iru Boku
Lots of nice works at the turn of centuries with my choice being Ima, Soko ni Iru Boku , Blue Gender and Seraphim Call ,
